The Meaning and Importance of Accreditation

 

Accreditation is a non-governmental, professional peer review process by which educational institutions and programs are provided technical assistance and are evaluated for quality based on pre-established academic and administrative standards. Accreditation is used by the public as the most reliable indicator of educational quality.

 

One of the primary goals of accreditation is to assist institutions in identifying and achieving goals in order to protect the public and to enhance the profession.

 

Accreditation is typically conducted by accrediting agencies composed of similar institutions, programs or professions that establish eligibility requirements, evaluation standards, and procedures for accreditation. These agencies are generally categorized as institutional (national or regional) and specialized programmatic and/or professional.

 

ABHES Scope of Recognition

 

ABHES is recognized by the U.S. Secretary of Education for the accreditation of private, postsecondary institutions in the United States offering predominantly allied health education programs and the programmatic accreditation of medical assistant, medical laboratory technician and surgical technology programs, leading to a diploma, certificate, associate of occupational studies degree, or associate of applied science degree.

 

An institution meets the requirement of “predominantly” if (1) 70 percent or greater of its full-time equivalent students are enrolled in allied health programs, or (2) 70 percent of its active programs are in the allied health education field, provided that a majority of the institution’s full-time equivalent students are enrolled in those programs.

 

Accreditation is voluntary. Each institution or program must apply on its own initiative. The relationship between ABHES and institutions and programs it accredits is a contractual one; thus, the institution or program must agree to abide by the standards and procedures established by ABHES in order to become and remain accredited.

 

The ABHES Mission

 

·        To serve as a nationally recognized accrediting agency of institutions and programs specializing in health education.

 

·        To establish eligibility criteria and accreditation standards for the administration and operation of institutions and programs specializing in health education.

 

·        To ensure that eligibility criteria and evaluation standards are adequate, relevant, valid and reliable; and predictive of successful qualitative outcomes through a comprehensive program of systematic review and follow-up.

 

·        To enhance the profession through the improvement of institutions and programs, and in the quality of their graduates.

 

·        To promote sound business and ethical standards predominantly serving health education.

 

 

Overview of ABHES’ Accreditation Standards and Procedures

 

ABHES accreditation standards describe the characteristics of a quality institution or program. These standards act as a guide for the visitation team that evaluate the institution or program and for the commissioners who act on the findings of the visitation team. Institutions and programs accredited by ABHES must continually comply with the standards for accreditation as delineated in the ABHES Accreditation Manual.

 

The Accreditation Process

 

STEP 1:

CONTACT THE ABHES OFFICE TO RECEIVE THE APPLICATION PACKET OR VISIT WWW.ABHES.ORG

Institutions desiring accreditation must obtain the application packet, which contains instructions on how to apply, eligibility criteria, and financial statement requirements.

 

STEP 2:

SUBMIT APPLICATION

A cover letter that outlines how the institution meets the initial eligibility criteria must accompany the completed application and fee.  An institutional catalog and completed Ownership Disclosure Statement is also required.  Institutional applicants must also submit audited financial statements while programmatic applicants are only required to submit a program budget and a program support attestation statement.

 

STEP 3:

SELF-EVALUATION REPORT (SER) COMPLETION & SUBMISSION

Upon receipt of the completed application and verification of compliance with the eligibility criteria, the SER will be provided for completion.  There are two SER deadlines each year in preparation for the two commission meetings each year.  Check the ABHES calendar for specific dates.

 

STEP 4:

ACCREDITATION WORSKHOP ATTENDANCE

Initial and recycle institutional applicants and initial programmatic applicants are required to attend an ABHES Accreditation Workshop prior to submission of the SER.  Check the ABHES calendar for specific workshop dates.

 

STEP 5:

 

PRELIMINARY VISIT

Initial institutional applicants are required to undergo a preliminary visit to confirm eligibility and determine if an institution is in substantial compliance with the evaluation standards.  A negative preliminary visit might delay the on-site team visit.

 

STEP 6:

SER SUBMISSION

There are two SER deadlines each year.  Check the ABHES Calendar for specific due dates.

 

STEP 7:

ON-SITE TEAM VISIT

Upon receipt and approval of the SER, an ABHES staff member initiates the steps to planning the site visit, which will survey all facets of the institution’s operation and or program(s).  Typically, visits are scheduled for one and half days.  The visitation team, along with an ABHES staff representative, visits the institution and completes the evaluation visit reports.

 

STEP 8:

SCHOOL RESPONSE

Institutions are required to document how it has attained compliance with any citation noted in the on-site evaluation visit reports.  Institutions must also respond to all comments/recommendations noted by the team in the report.

 

STEP 9:

PRELIMINARY REVIEW

Upon receipt of the institution’s response to the reports, the institutional files, containing the application, SER, and all visitation reports, are evaluated by the Preliminary Review Committee, which is comprised of seasoned on-site evaluators.  Results of their review are then forwarded to the Commission for final review and action.

STEP 10:

COMMISSION REVIEW

The Commission meets twice each year to discuss, to review and to take action on each applicant.  Commissioners are provided an institution’s SER, team reports, and its response to the team reports in addition to the summaries from the Preliminary Review Committee.  Upon Commission action, results are provided to schools within 10 working days following the Commission meeting.  Accredited institutions undergo complete re-examination within a one to six year period, depending on the length of the awarded accreditation grant.

 

 Important Disclosure

 

Accreditation by ABHES signifies that the institution or program has met the eligibility criteria and evaluation standards of ABHES as evidenced during its most recent on-site review and continues to comply with the policies and procedures for maintenance of accreditation as established by ABHES. 

 

While ABHES is recognized by the U.S. Secretary of Education, various credentialing bodies, and postsecondary institutions throughout the country, accreditation does not guarantee Title IV or other financial aid eligibility, credentialing opportunities for graduates, or the ability to transfer credits to other institutions.  It is the responsibility of institutions and programs accredited by ABHES and individuals seeking to train at an ABHES-accredited institution or program to explore all necessary aspects associated with their objectives.

ABHES Board of Commissioners

The ABHES Board of Commissioners consists of nine members; four appointed by the Board itself and five elected by the accredited members. Each Commissioner serves a defined term and is held responsible to a strict Code of Ethics.

Note:  at the time of publication, a call for nominations for two additional public commissioners is out for comment. The addition of these commissioners will take place on or about May 1, 2005, and will increase the Board of Commissioners by two – six appointed and five elected.
